With the Open Roads Promise, you can earn an associate degree or certificate at Howard College with no out-of-pocket tuition costs or fees. Explore more than 70 Promise-eligible academic and technical programs at Howard College.
Students who fulfill all Promise requirements receive guidance to help them transition from high school to college. Once you’re enrolled, dedicated support staff will continuously support you and keep you on track as you earn your certificate or degree.
The Open Roads Promise Program covers tuition and fees through a combination of grants and scholarships. Be sure to complete all steps below by the deadlines to remain eligible.

The Open Roads Promise Pledge opens for graduating high school seniors on: September 15, 2025
Please note, students must have the following to participate:
Program Requirements:
- Graduating from a participating Promise high school
- Residency in one of the following counties: Dawson, Glasscock, Howard or Martin
Once enrolled as an Open Roads Promise Scholar:
- Students must pursue a certificate or associate degree, and enroll either full or part-time.
- Full-time students must complete a minimum of 12 and a maximum of 17 credit hours per semester
- Part-time students must complete a minimum of 6 and a maximum of 11 credit hours per semester
- Maintain a minimum 2.0 GPA
- Submit FAFSA or TASFA application by priority deadlines
